of a meeting of the STANFORD IN THE VALE PARISH COUNCIL held on Wednesday 3 July
2002 at Stanford Village Hall.
Questions/comments from Parishioners
Mr.C.Smith,on behalf of
Stanford FC wished to state that the FC agreed with the conditions of the new
lease except for the 25% rise.Chairman stated that this item was now in the
hands of the solicitors and it should not be under discussion.Mr.Williams asked
if solicitors were deciding rather than the parish council – Chairman – No
reply.There being no further questions,the Chairman opened the meeting.

Matters arising
Mr.Gill confirmed that a strimmer was being held by him on behalf of the Church and that he had not been aware of other ownership.

Report of District Councillor
1.The Youth Forum for year 9 pupils was well attended and the students were very
responsive and interested,suggesting many topics for future meetings.
2.I attended the Healthcheck meeting in Buckland.Many of the items raised were
common to both Buckland and Stanford.It will be interesting to see how the issues
discussed will be incorporated into the open meeting on July 13 at 10.15 am in the
Corn exchange.there isa very interesting list of issues that have already emerged.
3.There was a meeting in Watchfield on June 24.Representatives from each Parish
raised issues concerning the proposed ‘de-trunking’ of the A420.Two major issues
the detrunking might well be more convenient re road repairs,new ideas for
improvement etc;but there would be more of a threat for the Shrivenham area as
Swindon attempts to “swallow” it.
4.The next Area Committee(West) is on July 23.Hopefully it will deal with grants
from then on,but the whole budget is only £11,500 and the Jubilee grants have
already been subtracted from this amount.Two grants from Longworth will be
dealt with at this meeting.
5.The Town and Parish Council’s Planning evening is on Tues 29 Oct in Abingdon
6.On Friday I was present at the opening of a new soft play centre for small children
at Wantage Leisure Centre.This provides a safe,colourful and interesting
environment
and is well worth a visit.
7.There is a special Council meeting on Sept 5 to decide the First Deposit of the new
Local Plan 2001

Grass cutting and equipment
Clerk thanked Mr.Wentworth for his efforts over the past years regarding cutting etc.
Mr.D.Rolls was now employed to cut the grass and had received training
from Mr.
Wentworth.Clerk had arranged a contract,time sheets and checked insurance.There
followed a discussion regarding purchasing another mower but Council felt that this
could be left until next season although Mr.Williams is still to contact the Allen agent.
Clerk asked that he may purchase a new heavy duty brushcutter/strimmer.Proposed by
Mr.Bambury seconded by Mr.Sandels that the purchase be approved up to £300 –
Carried.

Car parking/lay-by
Clerk reported that the OCC were not happy about a lay-by and construction costs
would be approx £2000.Councillors were also unhappy about the effect on High St.
parishioner asked to contact a planning officer regarding use of garden.Council were
unhappy regarding the condition of verges/paths on the A417 after contractors work.

Books
Stanford in the Vale Parish Record by Violet Howse
As the Council were unable to find the originals it was proposed that new volumes be
purchased.Proposed by Mr.Williams seconded by Mr.Bungay that new volumes and
Mrs.Soulsby’s ‘Flag on the Green’ be purchased cost £53.50 – carried.Mr.Bambury
declared an interest.It was further decided that a loan period of 1 month per volume
applying to all PC books should be introduced and that the Clerk would keep
appropriate records.proposed Mr.Williams seconded Mrs.Packer – carried.

Mr.Bambury to check for distribution problems next edition.

Crime and Disorder Act 1998 sec 17
Clerk detailed some of points in the act especially Council’s responsibilities and
highlighted the advice to use sec 106 money received from developers,this being an
on-going dispute with OCC at the moment

Recreation and Leisure
Mr.Gill reported work he had carried out at the recreation field and stated what a good
Condition the field was in.He hoped that the fair would not cause any problems.There
were several trees with broken branches and he would be reporting this to PC Holder.
The junior football posts would need to be moved to accommodate the kick – wall
and youth shelter.Tenders for the wall were £2350 + vat and youth shelter £3950 +
vat.He also gave the good news that the youth club had been awarded a £2000 grant
towards the wall and shelter by the Oxfordshire Community Foundation.
Mr.McMorrow has been unable to contact the playarea contractor and it might be
necessary to find someone else.Mr.Sandels gave details of the seating that his family
would wish to see on the rec.field ie as that on Church Green.Clerk to arrange No
Dogs signs at rec.field.

Any other urgent business
Mrs.Packer asked about the signs Church Green/Chapel Road and people being
unsure of where they were.Clerk to contact DC for guidance.
Mr.Bambury asked about Model Standing Orders.Clerk stated that these were meant
to be read and altered to suit our requirements and would be an item on the next agenda.
Proposed by Mr.Williams seconded Mr.Bambury meeting be closed – carried
Mrs.McMorrow: She lives further into Chapel Road and people often knock at her door asking the
Location.
Mr.Wentworth:Concerned about D.Wilson homes pumping waste water intp River Ock ? Are they
Pumping it into the drains ? Asked that a letter of thanks be sent to Cobra Pumps regarding their supplying diesel for the mowers free.Regarding the original books by Violet Howse,he has them.Chairman thought that the best place to keep them would be the County Archives,although
Mr.Wentworth said that the Howse family requested they stay with the parish.He also spoke about
the mowers,costs etc.With regard to the Crime & Disorder Act he spoke about disorder on the Mill.Green and in line with PC Holders advice had noted times and names and also taken pictures of youths chasing sheep.
