Minutes of a meeting of the STANFORD IN THE VALE PARISH COUNCIL held on Wednesday 5 June 2002 at Stanford Village Hall.
At the invitation of the Chairman PC Holder attended the meeting to discuss the recent vandalism and damage occurring in the village.He detailed procedures that would apply due to the age group of alleged offenders ie anti-social behaviour orders.he asked for help from villagers in noting who was where and times and stressed that he was not asking others to do his job but rather help the police in identifying culprits by this time/place report.He hoped that various village organisations would get involved and that they could get together with him,compare notes and say what had happened,time and place.Chairman said that CCTV had been suggested,and while PC Holder agreed to make contact with Crime Officer regarding this he also reminded the Council that the Human Rights Law placed restrictions on camera use plus the cameras themselves became a target for vandalism.Chairman reported that it would cost £1000 to repair the wet/pour surface in the playarea which had been dug up by vandals.PC Holder asked that a larger sign be placed on the wall forbidding the use of the area to over 12s.Mr.Sandels reported tree bark being stripped in the rec.field.Chairman thanked PC Holder for his time and advice.
There being no questions from parishioners the chairman opened the meeting.

Report of District Councillor
1.The motion regarding the A417 closure was put to the Council on
15 May and received full support.I await the outcome at County
level.I hope measurers will be put in place to avoid the huge
problems caused in Stanford and the neighbouring villages.
2.The Vale has launched its web site www.whitehorsedc.gov.uk
3.The Faringdon Healthcheck Coordinator is to hold a meeting on June
12 in Buckland for a group of villages including Stanford.
4.The Youth Forum is to have a taster session for year 9 children on
June 24.
5.I was honoured to be made Vice-Chairman of the Council on May
15th.
6.The application for 13 houses by Burley Homes has been withdrawn.

7.Many villagers have expressed their concern about the verge adjacent
to the A417,which is in a dreadful state.I hope the contractors will
restore it properly and that the Parish Council will ensure that they
do.

Report of County Councillor
The Councillor had made enquiries regarding the £168,500 paid by
David Wilson Homes to the County Council.It transpired that £120000
was earmarked for education,£30000 for transport and £10000 for
library services..The Councillor has further asked how much of the
education and transport money will be coming to Stanford and how
will the mobile library for the village be improved.The Parish Council
should have been involved in planning and had in fact attended
meetings before permission was granted,Councillors McMorrow,Sandels and Williams meeting with both the planning chairman and leader of the Council.The parishcouncil awaits explanation of the distribution of monies.

a)Mr.J.Wentworth 3 letters regarding resignation from volunteer
grass cutting,general state of village and name of
person interested in paid employment grass cutting.Clerk to contact
Biffa regarding loose waste.Mr.Williams proposed a vote of thanks to
Mr.Wentworth for his efforts in grasscutting.At this point Chairman
gave details of new mowers as demonstrated by Buscot Chainsaws
cost £4500.Mr.Williams to cost Allen mowers.A strimmer is being
held by the Church.Mr.Williams asked that as money was available
for a new mower what was the position regarding the grant for the
village hall kitchen.Chairman said that now we have to pay for grass
cutting and the damage to playarea money was not readily available.
Mr.Williams proposed a grant of £500 seconded by Mrs.Packer.There
followed a heated discussion including the other items incurring PC
expenditure. Chairman stated that there was a failure by the
Parish Council Village Hall
representatives to communicate the need for kitchen units or to request
inclusion on expenses budget Clerk stated that following the Council request to
look atthe finances,he had found £1000
available although this was beforethe playarea vandalism had
occurred.Mr.Williams withdrew his original proposal
and proposed a grant of £250 seconded by Mrs.Packer carried
unanimously.

Clerk said that it had come to his attention that as CPRE,of which
Council was a member,was a private body it was necessary to declare

Mr.Bambury had received a disc containing 20 pages of timetables.He

Referring to the drawing from the sub-committee meeting,Mr.Sandels
said that Junior football should read general recreation..Mr.Bungay
asked about the two pitches touching the football club are aware.Mr.
Sandels requested that seating be placed where all sports could be
viewed.Mrs.Packer asked about storage for posts etc.and was
concerned that posts on the Muga would obstruct tennis.Mr.Sandels
proposed a vote of thanks to those concerned with the Jubilee
celebrations on the field.

Chairman reminded Council that the Vicar had asked for flowers from
gardens rather than purchased.Theme to be decided.
At this time the correspondence regarding the football club was
discussed Mr.Williams and Mr.Bungay declaring interests and
leaving the meeting.Letter from FC regarding key for gate and request
for info on fence contractors also notification of celebrations on 3 June.Also letter from solicitors regarding lease detailing contract terms
and that if agreement cannot be reached within next few weeks the Court will be asked to settle.Mrs.Packer asked if this could not be settled without solicitors,but Chairman said it is too late for that.There was also discussion regarding the previous mentioned equipment storage being at the club and other alternatives.
